What decided it
The considerable harm to the Green Belt (openness and encroachment) and the AONB landscape was not clearly outweighed by the personal circumstances, unmet need and lack of alternative sites, so very special circumstances did not exist.
The substantial-plus weight against the Green Belt harm and considerable weight against AONB harm outweighed the moderate weight given to unmet need, the significant weight given to lack of alternatives and family/educational benefits, so the balance tipped against granting either a permanent or temporary permission.
