• The effect of the appeal proposal on the character and appearance of the area, including the effect on the Old Paignton Conservation Area and the setting of the adjacent Grade II listed buildings, 117-119 and 131 Winner Street
• Whether the proposal would provide adequate living conditions for future occupiers by reason of amenity space
• The effect of the appeal proposal on the living conditions of neighbouring occupiers by reason of outlook and privacy
• The effect of the appeal proposal on highway safety by reason of parking provision and visibility

What decided it

The retention of the frontage buildings and the positioning of the new dwellings on lower ground, combined with the town centre location and existing pattern of rear development, meant the proposal would not cause unacceptable harm to character, appearance, conservation area, listed building settings, neighbouring amenity, or highway safety.

The limited harm to the conservation area from demolition of the storage building, which makes very limited contribution to its character, was outweighed by the acceptable design, retention of frontage buildings, and compliance with development plan policies.
