What decided it

The proposed boundary treatment, although taller than adjacent frontage treatments, would not appear discordant or unduly dominant in its wider context because it encloses a side and rear garden in a distinct location with a design that breaks up massing and would be seen in a different, wider context than front garden enclosures.

The benefits of providing appropriate boundary treatment to enclose a private side and rear garden outweighed any concerns about height relative to adjacent frontage treatments, given the distinct location, design, and context of the proposal.
