What decided it

The proposed advertisement's substantial size, high-level siting on a prominent tall building at a gateway location, and illuminated digital nature would cause significant adverse effects on the visual amenity of the area, contrary to development plan policies and NPPF paragraph 136.

The limited economic benefits of the advertisement platform did not outweigh the significant harm to visual amenity and character of the area.
