What decided it

The uncertainty surrounding the quantum and frequency of vehicle movements from the proposed use, combined with inadequate parking provision within convenient walking distance and the unaddressed cumulative impact with an existing similar use, would result in significant additional parking pressures prejudicial to highway safety.

The benefits of off-street rear parking provision and access to public transport would not adequately mitigate nor outweigh the potential harm of the development on the local highway.
