What decided it

For Appeal A the considerable economic, employment and other benefits were not sufficient to outweigh the significant landscape harm and heritage asset loss, so the development plan conflict prevailed and the appeal was dismissed; for Appeal B the substantial package of benefits, particularly the economic and employment benefits, outweighed the significant (but lesser) landscape harm and heritage asset loss, so the appeal was allowed.
