What decided it

The excessive height, scale and materials of the raised decking cause significant harm to the character and appearance of the area and unacceptable overlooking harm to the neighbouring property, conflicting with the development plan and Framework with no material considerations to outweigh this.

The proposal conflicts with the development plan as a whole and there are no other considerations, including the provisions of the Framework, which outweigh this finding.
