Main issues, as the Inspector framed them
- Whether the appeal site would be a suitable location for the proposed development, having regard to the development plan and national policy
What decided it
The site's location outside the settlement boundary combined with the Council's positive housing land supply position (392 dwellings against a target of 184) meant development should be resisted under Policy HOU 03, and the potential self-build and sustainability benefits could not outweigh this very significant harm.
The potential benefits of a self-build dwelling and sustainable design features, even if fully secured, would not outweigh the very significant harm of locating development outside the settlement boundary in an area with a positive housing land supply position
