Main issues, as the Inspector framed them
- the effect of the proposal on the living conditions of the occupiers of 486a, b and c Fulham Road, with particular reference to any impacts in respect of daylight, sunlight, overshadowing, overbearing, sense of enclosure and outlook
- the effect of the proposal on the character and appearance of the area, having regard to whether the proposal would preserve or enhance the character or appearance of the Walham Green Conservation Area and the setting of nearby listed buildings (Nos 9-15 and 17-19 Jerdan Place)
What decided it
The substantial harm to the living conditions of second floor occupiers at the adjoining property, resulting from the mansard roof's adverse effect on daylight, sunlight, outlook, overbearing impact and sense of enclosure, outweighed the limited benefits of providing five additional residential units.
The benefits of five additional housing units in a sustainable location with good access to services and public transport were attributed limited weight and did not outweigh the substantial harm to the living conditions of adjoining occupiers from the mansard roof's impact on daylight, sunlight, outlook and sense of enclosure.
