What decided it

The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged the tilted balance, and the demonstrable social benefit of housing delivery outweighed the modest and localised harm to landscape character.

The significant social benefit of delivering two family-sized dwellings to address the Council's housing land supply shortfall, together with limited economic benefits and modest environmental benefits from biodiversity net gain, outweighed the modest and localised harm to landscape character and the limited weight conflict with the development plan's locational strategy, when assessed against the Framework as a whole.
