What decided it

The proposed removal of a distinctive mature tree that positively contributes to the character and appearance of the streetscape, with risk of a second tree being harmed, outweighs the appellant's desire for dedicated parking spaces.

The lack of harm to highway safety was neutral, but the harm to character and appearance of the area was not outweighed by the appellant's personal reasons for wanting the dropped kerb.
