What decided it

The railings would appear a dominant, incongruous feature harming the character and appearance of the prominent corner building and would lead to harmful overlooking of neighbouring properties, with no alternative means of securing roof safety adequately explored.

The benefits of safe roof access for maintenance and fire escape do not outweigh the harm to character and appearance and the harmful overlooking of neighbouring rear gardens.
