What decided it

The excessive height and visual intrusiveness of the 2.8m fence causes harm to the character and appearance of the surroundings and the outlook of neighbouring occupiers that outweighs any privacy benefit to the appellant.

The privacy benefits to number 87 were outweighed by the harm done to the surroundings, especially in respect of the neighbouring property in Marsh Lane.
