What decided it

The disproportionate thickness and prominence of the proposed UPVC frames at ground and basement level would detract from the attractive traditional features of the building and fail to preserve the character and appearance of the conservation area.

The limited public benefits of improved design at first and second floor, security improvements and energy efficiency gains were insufficient to outweigh the less than substantial harm to the conservation area.
