What decided it
The very limited less-than-substantial heritage harm to Barn Hill Conservation Area was clearly outweighed by the substantial and significant public benefits of the scheme, particularly housing delivery on a brownfield car park site adjacent to a station.
The significant and substantial benefits of the scheme (brownfield/car park reuse, housing and affordable housing delivery, economic benefits, high quality design, sustainable transport, public realm and biodiversity improvements) outweighed the very limited less-than-substantial harm to the Barn Hill Conservation Area and the limited conflicts with the development plan, resulting in overall accordance with the development plan and a decision to grant permission.
