The exceptionally large shortfalls against space standards, combined with poor outlook, lack of privacy, inadequate light, and absence of suitable external space, result in unacceptable living conditions that significantly and demonstrably outweigh the limited housing benefits.
The limited benefits of two additional dwellings to the housing stock and modest economic benefits were significantly and demonstrably outweighed by the substantial harm from the unacceptable standard of accommodation and harmful effect on occupants' living conditions, such that the presumption in favour of sustainable development did not apply.
