What decided it

The limited visual impact of the parking structure in context, combined with the neutral parking outcome (same number of vehicles removed from street as before), meant the proposal caused no material harm and complied with the development plan.

The modest loss of on-street parking and visual impact of the hardstanding were outweighed by the neutral parking outcome and limited character and appearance effects, resulting in compliance with the development plan.
