The combination of the advertisement's large size, significant height, prominent position, illuminated LED display with changing imagery would cause significant harm to amenity and public safety that could not be mitigated by conditions and outweighed the limited benefits of the proposal.
The limited benefits of the new advertisement in respect of poster disposal, health and safety, recycling, duration of use, remote control, vehicular miles, removability, public information, and economic benefits did not overcome the significant harm to the amenity of the area and public safety.
