What decided it
The external seating area would both harm the character and appearance of the conservation area and cause unacceptable noise disturbance to residential occupants, whereas the internal bistro/café use would not.
The less than substantial harm to the conservation area from the external seating area was not outweighed by any public benefits, and the significant noise harm to residential living conditions was unacceptable; the internal bistro/café use presented no such conflicts and was therefore permitted.
