What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance, and the moderate housing benefit outweighed the limited harms to location sustainability and character and appearance.
Under the tilted balance (NPPF paragraph 11(d)), the limited harms from unsustainable location and limited character harm (each given limited weight) were outweighed by the moderate benefit of three additional dwellings and limited economic benefits, such that the adverse effects did not significantly and demonstrably outweigh the benefits.
