What decided it

The proposed PVCU windows would not result in a significant change to the appearance of the dwelling or its contribution to the conservation area, and would preserve the setting of the nearby listed building.

The sustainability and energy efficiency benefits of PVCU windows were weighed against heritage concerns, with the Inspector finding that given the heritage findings, the use of artificial materials did not justify refusing permission.
