Main issues, as the Inspector framed them
- the effect of the proposed telecommunications equipment on the communal amenity space of Walpole Lodge, the living conditions of nearby residents and the visual amenity of the area
- whether any harm caused is outweighed by the need to site the installation in the location proposed having regard to the potential availability of alternative sites
What decided it
The significant harm to communal amenity space and living conditions of residents caused by the overbearing effect of the equipment on the highest part of the roof, combined with the failure to fully explore alternative sites in accordance with policy DMS9, outweighed the need for improved telecommunications coverage.
The economic and social benefits of improved network coverage and future-proofing the network were outweighed by the significant harm to residential amenity and the conflict with the development plan requirement to fully explore alternatives.
