What decided it

Even if the tilted balance under paragraph 11d of the Framework applied due to insufficient five-year housing land supply, the absence of safe and suitable access and lack of a planning obligation to secure future maintenance of the access drive and open space significantly and demonstrably outweighed the identified benefits of the proposal, including boosting the supply of housing.
