What decided it

The development would conflict with the spatial strategy for the area by locating market housing in the countryside outside the settlement boundary, and the Council's demonstrated 5-year housing land supply means there is no urgent need to justify such a departure from the development plan.

The limited positive contributions from housing delivery, reuse of previously developed land, and removal of commercial activity were outweighed by the conflict with the spatial strategy and the absence of an urgent housing need, with the spatial strategy conflict afforded great weight.
