What decided it

The Council's inability to demonstrate a five-year housing land supply, which triggered the tilted balance under paragraph 11(d) of the Framework, and the significant contribution the proposal would make to housing delivery, including affordable housing, outweighed the limited conflicts with the Development Plan.

The adverse impacts of the proposal, comprising conflicts with Core Policies favouring larger settlements and the settlement boundary, and some car dependency, were outweighed by the significant benefits of housing delivery (26 dwellings including 8 affordable), economic benefits from construction, social benefits including skills training and support for local services, and environmental benefits from landscaping and biodiversity enhancement, assessed against the policies in the Framework taken as a whole.
