The appeal site is located too far from and outside the recognisable settlement of Westbury, constituting isolated or sporadic development contrary to the SPD's requirements for exception site dwellings.

The limited social and economic benefits of adding one affordable housing unit and modest local service use were outweighed by the unsustainable location requiring private vehicle use along unlit country roads without footpaths, contrary to the environmental objectives of the Framework and development plan.
