The replacement UPVC windows fail to preserve or enhance the character and appearance of the Leigh Cliff Conservation Area, and there are no public benefits sufficient to outweigh the less than substantial harm to the heritage asset.

The less than substantial harm to the conservation area was weighed against claimed public benefits of improved thermal efficiency and prevalence of UPVC windows, but these were found not to constitute public benefits sufficient to outweigh the harm.
