Main issues, as the Inspector framed them

  • the effect of the proposed development on the living conditions of the occupants of nearby residential properties with particular regard to noise and disturbance
  • whether the benefits of approving the development would be substantially outweighed by any adverse effects when assessed against the national decision-making policies in the Framework

What decided it

The noise from jet washing, even with the proposed acoustic shelter, would cause unacceptable harm to the living conditions of nearby residential occupants through disturbance that substantially outweighs the economic benefits of the use.

Under Policy S4 of the Framework, the economic benefits and employment generated by the use were substantially outweighed by the adverse effects on living conditions through noise and disturbance, and the conflict with Policy P3.
