What decided it
The proposal conflicts with the up-to-date development plan's settlement strategy by locating a new dwelling in an unsustainable countryside location, and the substantial building works would cause visual harm to the character and appearance of the conservation area and rural setting, with no overriding public benefit to justify departure from the plan.
The benefits of re-use of previously developed land and provision of a single market dwelling and employment opportunities were outweighed by the conflict with the settlement strategy, the visual harm to the conservation area and rural character, the lack of identified local housing need, and the absence of meaningful access to services and employment.
