What decided it

The mansard roof would be alien to the Victorian character of the host dwelling and terrace and, because of its prominent corner position, would cause unacceptable harm to character and appearance in conflict with relevant local and national planning policies.

The encouragement of additional residential capacity and variety in Policy 4.2.4 of the London Plan 2021 and Strategic Objectives 1 & 2 of the Sutton Local Plan 2018 was outweighed by the unacceptable harm to the character and appearance of the Victorian dwelling, terrace and surrounding townscape.
