Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area
  • carbon emissions, drainage and water efficiency
  • highway safety

What decided it

The cramped appearance of the proposed dwelling caused harm to character and appearance that conflicted with paragraph 1 of Policy DP3 of the Framework, and when assessed against paragraph 2.c. of Policy S4, the benefits of the scheme were substantially outweighed by the adverse effects.

applying Policy S4 of the Framework, the benefits of one additional dwelling and modest economic advantages were attributed substantial weight, but the Inspector concluded that these benefits would be substantially outweighed by the adverse effects on character and appearance and the failure to comply with sustainable drainage and carbon emissions policies.
