The proposal utilises previously developed land allocated for waste uses in a suitable industrial location, would not have unacceptable impacts on highway safety, air quality, odour or other sensitive receptors subject to mitigation, and would deliver significant benefits in terms of sustainable waste management and carbon savings.

The benefits of sustainable waste management capacity, carbon savings, diversion of waste from landfill, and compliance with circular economy principles and waste hierarchy requirements outweighed the minor adverse effects on SINCs, which would be mitigated by landscape buffers and compensated by biodiversity net gain.
