What decided it

The very significant harm caused to the character and appearance of the area by the introduction of substantial street apparatus into a prominent corner location with predominantly open and residential character outweighed the economic and social benefits of the development.

The economic and social benefits of 5G technological innovation and the technical requirement for the mast location were afforded very positive weight, but were outweighed by the very significant harm to the character and appearance of the area.
