The proposed front dormers would disrupt the simple, consistent rhythm of roof planes in Orton Close and create an incongruous imbalance with the adjacent semi-detached dwelling, resulting in harm to the character and appearance of the area that cannot be outweighed by any other considerations.

The harm to character and appearance identified was not outweighed by any other considerations, and the proposal was determined in accordance with the development plan.
