What decided it
The other considerations (efficient use of land, completion of the strategic housing site, maintenance of visual separation of Nupend through appropriate landscaping) greatly outweigh the conflict with the development plan policy restricting development outside the settlement boundary.
The conflict with development plan policy CP15 (which restricts residential development outside settlements) was outweighed by the benefits of completing the strategic housing site, making efficient use of land, and maintaining the visual and spatial identity of Nupend through appropriate landscaping design.
