The site's location in open countryside outside settlement boundaries, combined with poor accessibility making it unsuitable for residential development and the significant adverse effect on character and appearance, outweighed the modest housing supply benefits and other positive factors.
The modest contribution to housing supply and benefits from self-build provision, affordable housing, economic benefits during construction, efficient use of brownfield land, and biodiversity enhancements were outweighed by the fundamental unsuitability of the location for residential development and the significant harm to character and appearance of the rural area.
