The modest contribution to housing supply and benefits from self-build provision, affordable housing, economic benefits during construction, efficient use of brownfield land, and biodiversity enhancements were outweighed by the fundamental unsuitability of the location for residential development and the significant harm to character and appearance of the rural area.
