What decided it
The cumulative visual bulk of the roof terrace combined with the existing roof extension would unduly dominate the rear addition and appear incongruous in the wider terrace roofscape, and the terrace would create unacceptable privacy harm to neighbouring occupiers.
The quality of life benefit of providing private outdoor space was afforded some weight but was insufficient to outweigh the identified harms to the urban environment and the living conditions of neighbouring occupiers.
