The new installation will restore the historic features (cornices, picture rails, skirting and architraves) and contain ancillary functions within smaller joinery units set below the existing picture rail. This will include new partitions to separate the bedrooms. Externally, the missing rear balustrade is to be reinstated

What decided it

The internal works would fail to preserve the special historic interest of the listed building contrary to section 16(2) of the Planning (Listed Buildings and Conservation Areas) Act 1990, whereas the external balustrade works would preserve it and could be carried out independently.

The less than substantial harm to the significance of the heritage asset from the internal works was not outweighed by public benefits, but the external balustrade works would preserve the heritage asset and enhance the conservation area with limited private benefit.
