What decided it

The realistic prospect of a fallback position (an unenclosed alternative structure) resulting in potentially worse effects on neighbouring privacy outweighed the minor harm from the approved decking scheme.

The minor harm arising from increased use of the rear garden area and potential overlooking was outweighed by the fallback position of an uncontrolled alternative scheme that could result in worse effects on neighbours' living conditions.
