Main issues, as the Inspector framed them

  • Whether the proposal would constitute inappropriate development in the Green Belt
  • The effect of the proposal on the openness of the Green Belt
  • The effect of the proposal on the character and appearance of the area, including landscape character
  • If the proposal is inappropriate development, whether the harm by reason of inappropriateness and any other harm would be clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify the development

What decided it

The cumulative effect of existing and proposed extensions would result in a disproportionate increase in the size of the original building (approximately 96%), constituting inappropriate development in the Green Belt, and the limited benefits did not clearly outweigh the substantial harm to the Green Belt.

The substantial weight attached to harm to the Green Belt by reason of inappropriateness and limited harm to openness was not clearly outweighed by the limited weight afforded to the provision of additional living accommodation, and the absence of harm to design and landscape character was a neutral matter.
