What decided it
The scale, siting and design of the proposed dormer extensions and roof alterations would result in incongruous and out-of-keeping additions causing unacceptable harm to the host property and the area, conflicting with development plan policies and NPPF design principles.
The benefits of high quality design and additional accommodation were given some weight but were insufficient to outweigh the identified harm to character and appearance; the moderate weight accorded to the fallback position under permitted development rights did not alter this conclusion.
