The less than substantial harm to the heritage significance of Worting Conservation Area and the settings of listed buildings and non-designated heritage assets, when weighed against the limited public benefits under Framework paragraph 202, outweighed the presumption in favour of sustainable development.

The less than substantial heritage harm, given great weight under Framework paragraph 199, was weighed against the public benefits of market housing delivery under Framework paragraph 202; the heritage harm outweighed the benefits, and the cumulative adverse impacts (including housing mix, biodiversity net gain and green space deficiencies) significantly and demonstrably outweighed the benefits when assessed against the development plan and Framework as a whole.
