What decided it
The harm to the character and appearance of the countryside area resulting from permanent residential occupation, combined with the unsustainable location requiring reliance on private motor cars, significantly and demonstrably outweighs the benefits of housing provision when assessed against the Framework's policies taken as a whole.
The benefits of providing lower-cost homes for older people and associated social and economic benefits were outweighed by the serious harm to character and appearance of the area and the failure to meet the environmental and social dimensions of sustainable development through an unsustainable location.
