The particular position of the property close to the junction with Elton Road and bus stop, combined with high traffic volume and on-street parking, creates unacceptable risk of conflict and visibility problems that would harmfully compromise highway safety.

The personal circumstances and practical benefits of on-site parking were given some weight but could not overcome the material harm to highway safety arising from the proposal's location.
