What decided it

The parking space would further restrict an already narrow footway, forcing vulnerable pedestrians towards the road, creating an unacceptable highway safety risk that outweighs the benefits of electric vehicle charging provision.

The benefits of electric car charging facilities were outweighed by the harm to highway safety and pedestrian movement.
