What decided it

The two-storey extension would be readily visible in the gap between the buildings and would significantly diminish the spacious character of the group through visual coalescence of roofs, conflicting with Policy PP27 of the Local Plan.

The housing delivery benefits of NPPF paragraphs 60 and 69 were afforded no weight because the proposal would not result in an additional home, and the harm to character and appearance was not outweighed by any material considerations.
