Main issues, as the Inspector framed them
- Whether the proposals would harm the significance of the listed building and, if so, whether there would be any overriding public benefits
- The effect of the proposals on community facilities in the area having regard to registered Assets of Community Value (ACV)
What decided it
The harm to the listed building's significance through loss of the function room as a community facility, combined with insufficient public benefits to outweigh that harm, particularly where the building could remain viable in its previous community use.
The less than substantial harm to the listed building and the loss of a community facility outweighed the limited public benefits of a single dwelling and construction employment, such that the scheme could not be justified under NPPF paragraph 202.
