What decided it

The Inspector's finding that the function room could remain viable in its previous community uses without conversion, combined with its ACV status and the substantial community objections, meant the loss of the community facility conflicted with Policy E5 and the identified public benefits did not outweigh the less than substantial harm to the listed building.

The less than substantial harm to the listed building and the loss of a community facility were not outweighed by the public benefits of a single new dwelling and construction employment, which warranted only limited weight.
