What decided it

The proposal would conflict with development plan policies requiring high quality design and conservation of the AONB's scenic beauty, and the identified harm outweighed the moderate benefits of the scheme.

The benefits of efficient land use and additional accommodation attracted only moderate weight and did not outweigh the identified harm to character, appearance and the AONB, to which great weight must be given.
