The failure to demonstrate an essential need for a rural workers dwelling, which is a prerequisite for residential development in open countryside under both local and national policy, outweighed the acceptable character and appearance impacts.

The acceptable effect on character and appearance of the AONB did not outweigh the harm to the Council's strategy for housing by introducing a dwelling in open countryside without demonstrated essential need.
